Introduction

Regarding the establishment of the International Center for Integrated Watershed Management and Biological Resources, the concept of establishing an “International Center for Integrated Watershed Management and Biological Resources in arid and semi-arid regions in the Islamic Republic of Iran" according to our country’s management capabilities Water resources and watershed management and in order to develop technologies for protection of water and soil resources, aquifer management and achieving comprehensive management of watersheds using the scientific, technical and executive capacity of relevant domestic institutions and combining it with world-class knowledge and experiences to share Successful experiences with the international community were officially prepared in 2012 by the Forests, Rangelands and Watershed Management Organization and sent by the then Minister of Jihad for Agriculture to the office of the National Commission for UNESCO in Tehran. After adapting to the framework and instructions of the second type of centers, this plan was sent to the UNESCO headquarters in Paris at the end of 2013, and its generalities were agreed upon at the 50th meeting of the International Office of Hydrology in April 2014. This center is the first international center of the second type of UNESCO centers with the title of comprehensive management of watersheds and biological resources, which will be able to exchange national and international knowledge and experiences in the fields of watershed management and watershed management. It is of special national and international importance for the government of the Islamic Republic of Iran.
Following the approval of the plan in general, it was included in the agenda of the 21st meeting of the International Council of UNESCO Hydrological Program in July 2014 and it was decided that feasibility studies by the UNESCO evaluator and compliance of our hosting conditions with UNESCO requirements in terms of technical, secretariat and credit It should be noted that the report was presented at the “38th session of the General Conference of UNESCO" in November 2015 in Paris and was approved by a decisive vote of the members.
In this regard, the relevant organization by forming a committee with the focus of this organization and consisting of representatives of the Agricultural Education and Extension Research Organization, Soil Conservation and Watershed Management Research Institute, National Commission for UNESCO and the Office of International Affairs and specialized organizations of the relevant ministry in December 2015 Author of the agreement between the government c. ا. Iran and UNESCO have taken action to finally introduce the draft with the introduction of “Forests, Rangelands and Watershed Management Organization as the representative of the government" in late 2016 for legal formalities and obtaining the necessary permits, by the Vice President for Legal Affairs on 4/18/ 96 The plan was approved by the Cabinet and No. 45679 dated 20/4/96. After the approval of the Cabinet and the legal formalities under the direct supervision and approval of the Ministry of Foreign Affairs, the document of the agreement was prepared and signed by the Minister of Jihad for Agriculture and the Director General of the United Nations Educational, Scientific and Cultural Organization (UNESCO). Through the Ministry of Foreign Affairs, the Ministry of Jihad for Agriculture and the National Commission for UNESCO were sent to hold a formal exchange meeting between the agreements and in accordance with the legal formalities of signing international agreements on the first of October 1399 in a joint meeting (attached document). From the date of exchange of the agreement of the Forests, Rangelands and Watershed Management Organization, on behalf of the Government of the Islamic Republic of Iran, is obliged to set up and establish a center and implement the provisions of the agreement.
